$16 Billion Urban Development Project

The Bay of Lights is a landmark and highly ambitious $16 billion urban development project rapidly reshaping the coastline of Sihanoukville, Cambodia.

Sprawling across 934 hectares of reclaimed land in Ream City, this massive undertaking is being spearheaded by Canopy Sands Development, a member of the influential Prince Holding Group. Envisioned as a “world-class township” and a sustainable “eco-city,” its master plan is designed to establish a new global financial hub, a premier tourism destination, and a multi-purpose Special Economic Zone.

The project is structured around nine distinct districts, including a central business district, a marina, and a golf area, all connected by a “5-minute bike ride & 10-minute walk” principle to promote connectivity.

While the full build-out will take years, initial phases are already operational, including the Summer Bay Beach Club and a go-kart track, with foundational structures like the International Financial Center (IFC) building having already topped out.

Major international hospitality brands, including The Ascott Limited and Radisson Hotel Group, have signed on to manage properties within the development. However, the project is not without significant controversy, as it has drawn considerable criticism from environmental and human rights groups for its extensive dredging and land reclamation activities, which critics allege have damaged marine ecosystems, and for the reported displacement of thousands of local families from their homes and traditional livelihoods.
